As part of the “Territoires à Vivres” initiative, the association Vrac et Cocinas launched a pilot program for food security in Montpellier, building on a citizens’ assembly organized in partnership with public authorities. A communal food fund, financed in local currency, is distributed to 200 vulnerable households and can be used within an approved distribution network to purchase high-quality, socially responsible food products. In 2024, a dedicated nonprofit organization was established.

A project resulting from a collaborative effort among various organizations

. In late 2019, 9.3 million people were living below the monetary poverty line according to INSEE, a situation reflected in food insecurity by the fact that the number of people relying on food aid has nearly tripled over the past 10 years. The COVID-19 crisis caused these statistics to skyrocket, with a 45% increase in demand for food assistance in 2020. It also underscored the strategic importance of agriculture. The “Territoires à VivreS” pilot project stems from the “Accès digne à l’alimentation” collective, an inter-organizational initiative that, as early as mid-2020, called for a national policy to combat food insecurity and support for projects promoting access to sustainable, high-quality food. It brings together VRAC, Réseau Cocagne, Réseau Civam, UGESS, and Caritas France.
