Led by the Daniel and Nina Carasso Foundation and AgroParistech, TETRAA has supported 9 French regions in their efforts to strengthen the social, environmental and economic sustainability of their agricultural and food systems. Endowed with 5.69 million euros over 5 years (2020-2024), the program has supported bold projects aimed at changing the way we produce and consume, build society and think about our relationship with living things.

A collective united around agroecology and resilient food Douaisis Agglo

HAUTS-DE-FRANCE

With the ambition of accelerating the paradigm shift begun several years ago, this territory in the Hauts-de-France region is bringing together a broad-based collective, from producer to consumer to resident, for greater well-being, social justice and resilience in the face of climate change. The collective aims to use food as a lever to enable the inhabitants of the Douais region to live in a more ecological, equitable and supportive environment. The aim is to improve well-being and health for all, while seeking greater social justice. The diversification of agricultural production, the adaptation of farms to climate change and the preservation of natural resources in terms of quality and quantity are also key issues guiding the collective’s action. Finally, the region aims to enhance the image of farmers and improve their well-being by recreating a bond of trust between the agricultural world and local residents.

Strengthening citizen participation to promote access to quality food

The pioneering ambition of this territory in the Hauts-de-France region, a veritable geographic and economic crossroads, is to create a more inclusive and supportive food system. Broadening cooperation between players, strengthening the effective participation of citizens in decision-making, are just some of the challenges undertaken to improve the living environment. Faced with the degradation of ecosystems, climate change and growing social inequalities, we need to change our industries and economic activities. Citizens are called upon to imagine new ways of living, consuming and getting around. The challenge is therefore to strengthen citizen participation, particularly among the most vulnerable, in order to promote city-wide access to quality, environmentally-friendly, farmer-friendly food. The approach is rooted in a collective experience bringing together citizens, elected representatives, economic players and technicians to develop a food system supported by the whole community. With the retirement of many farmers, the commune and its partners want to facilitate the creation of organic market gardening activities and professionalize project leaders within the local organic sector.

Players mobilized around agriculture and food

Syndicat mixte du Pays des Châteaux

CENTER-VAL DE LOIRE

Agricultural land, local food chains, the fight against food waste, landscapes, culture… this region of the Centre-Val de Loire is active in all aspects of the transition. Mobilized within a Local Food Council, the various players are working in particular to make healthy, local food accessible to all. 5 issues have been identified by the Local Food Council:

  • Maintain agricultural diversity to ensure a rich landscape;
  • develop a local food industry that creates jobs;
  • supporting the transition to a more sustainable food model ;
  • raise awareness of healthy, local food and make it accessible to all;
  • promote the Loire Valley terroir to enhance the region’s image.

The short-term objectives are to significantly reduce food waste in schools, to supply food aid with local produce, and to raise awareness and encourage farmers (cereal growers, livestock breeders, etc.) to change their practices towards a virtuous model.

An attractive agricultural region in ecological transition from seed to plate

Grand Bourg Agglomération

AUVERGNE-RHÔNE-ALPES

This Auvergne-Rhône-Alpes region has been involved in agricultural and food issues for several years, and aims to amplify the ecological transition by encouraging quality products and the relocalization of added value. To achieve this goal, many local players are mobilized. The agriculture-food plan sets out 4 guidelines covering the challenges facing the region:

  • Produce locally using more sustainable agricultural practices;
  • Give as many people as possible access to local, high-quality food;
  • Raise awareness of sustainable agriculture and food issues;
  • Create a favorable environment to sustain local agriculture.

The aim is to ensure a comprehensive and sustainable transition process by leveraging key initiatives such as the creation of citizen orchards, the supply of products from market gardening farms or agroecological farms to mass catering, and the development of logistical tools to ensure better regional coverage.

Supporting the agro-ecological and food transition with innovative collective tools

Guillestrois – Queyras territory

PROVENCE-ALPES-CÔTE D’AZUR

The ambitions of this mountain and high-mountain region with its high landscape and heritage value are to preserve farmland and reduce land pressure by creating an innovative cooperative tool, mobilize the population, facilitate and support the installation of new farmers, promote cultivated biodiversity and access to quality food for all.

The challenges and objectives are :

  • Preserving agricultural land and combating land speculation;
  • Setting up new farmers and thus enabling generational renewal;
  • Strengthen existing farms;
  • Raise awareness and unite citizens around an innovative cooperative tool;
  • Promoting access to quality food for all;
  • Develop the local farmers’ seed industry adapted to climate change.

Towards a democratic, sustainable and decompartmentalized territorial agroecological and food program

SYDEL of the Coeur D’Hérault region

OCCITANIE

The ambition of this Occitanie region is to move towards a sustainable territorial food system based on agriculture that respects the environment and its stakeholders, revitalizes the rural environment, and diversifies agricultural production and activities to meet demand for local products. The aim is also to establish shared agricultural and food governance for the benefit of and with all local residents, in the service of employment, social cohesion, public health and quality food for all.

One of the major challenges facing this region is the difficulty for food-producing farmers to set up and organize themselves into structured sectors, against a backdrop of predominantly wine-growing and a decline in the area of utilized agricultural land. The objectives are to preserve the multi-functionality of agricultural areas, preserve the quality of natural environments, cope with tensions over water resources and integrate the most vulnerable people into :

  • committing the region to a Sustainable Territorial Food System, resulting in diversified agriculture that meets food demand, saves resources and respects the environment and stakeholders;
  • developing shared agricultural and food governance for the benefit of and with all local residents, in the service of employment, social cohesion, public health and quality food aid.

A region accelerating its agricultural and food transition process

Pays Terres de Lorraine

GRAND EST

Drawing on their experience, know-how and framework programs, Pays Terres de Lorraine players have embarked on a systemic transition based on the region’s resilience. Today, the Pays Terres de Lorraine aims to go one step further and bring about a change of scale by extending its dynamics and synergies, in particular with neighboring territories in the south of Meurthe-et-Moselle, with which it shares a Territorial Food Project, and by relying on the participation of local residents, particularly those in precarious situations.

The collective aims to facilitate access to land and the transfer of farms in order to consolidate the agricultural production base and generate new direct and indirect activities. In particular, we need to increase production for the local market (market share estimated at 1 to 2% across the PAT Sud 54) and structure local food chains, while combating inequalities in access to food. Another key challenge is to preserve common goods such as soil, water and biodiversity, and to combat climate change.

A unifying and innovative vision for the future of the region

Communauté de Communes du Val de Drôme (BioVallée)

AUVERGNE-RHÔNE-ALPES

Building on 30 years of proactive local and sustainable development policy, the Biovallée intercommunities have set themselves ambitious targets for 2040: 50% AB-certified acreage, 50% fewer chemical inputs in conventional systems, and 80% organic and/or local produce in collective catering. The Communauté de communes du Val de Drôme is the driving force behind the transition to agriculture and food production in the Biovallée region, and is responsible for the Drôme Valley Food Program. As part of its agricultural and food project, the Communauté de Communes du Val de Drôme supports the Innovative Food System program, initiated in 2014, which is structured around 4 axes:

  • Relocating and structuring the food supply ;
  • Building a responsible and supportive food culture in the region;
  • Experiment and develop innovative solutions for access to quality food for all;
  • Experiment with a mode of governance adapted to the ambitions and complexity of the food issue.

The approach aims to be both supportive and intergenerational, involving young people as well as the elderly and those in precarious situations. It aims to create links to improve the quality of life for all residents.

Town of Mouans-Sartoux

PROVENCE-ALPES-CÔTE D’AZUR

In the Alpes-Maritimes region, Mouans Sartoux has initiated numerous initiatives with a network of public and private partners from research and education, the agricultural world, the social economy and the medico-social sector. Through the Maison d’Éducation à l’Alimentation Durable (MEAD), it shares its experience with other regions and actively contributes to experimenting with new food models.

The town’s food policy aims to strengthen its food sovereignty and democratize sustainable food by providing fair access to products that contribute to the common health of the area and its inhabitants. The city’s approach has been consolidated by the creation of a municipal agricultural board. It is in line with the principles of fair trade. To support the development of its agricultural and food policy, and in response to numerous requests from other regions to share their experience, the town has set up the MEAD, which focuses and coordinates the actions of the partners involved in the Projet Alimentaire Territorial (PAT).
