We wish to contribute to the emergence and development of artistic projects that create the conditions for real citizen participation, from their genesis and throughout their realization. The “Médiations et Démocratie culturelle” call for projects is focused in 2020 and 2022 in the Hauts-de-France region. These cultural democracy projects are inspiring responses to the needs of our society, in search of meaning, wonder and collective projects.

Le Collectif Meute
Created in 2019, the Collectif Meute creates participatory and citizen art projects in consultation with artists, residents, scientists and mediators. It deploys systems at the crossroads of research, creation, support for amateur practice and mediation. L’Œuvre en commun is a research-action process based on the framework imposed by the operation of creation grants in the performing arts sector. Step by step, it creates the conditions for a genuine appropriation of the artistic gesture by citizens, with non-professional participants from a wide range of backgrounds (prisons, hospitals, families, etc.). This co-creation process will be broadcast and documented.

Group A – Cultural cooperative
The Deux Caps region, between Boulogne-sur-Mer and Calais, boasts a variety of landscapes combining the maritime, rural and quarrying worlds. Groupe A – Coopérative Culturelle aims to mobilize associative and institutional players, local residents, artists and researchers to organize 6 research and creation residencies in different locations, leading to the production of works, stories and an inclusive program of activities. More than a simple cultural offering, the collective positions itself as a real driving force and facilitator, enabling local residents to discuss their territory from different points of view, and to participate in the research and creation process.
Fab Lab Effet Papillon
Association Territoire Europe
The aim of the “Fab Lab Effet Papillon” project is to open up a public thoroughfare between residents of the Téteghem-Coudekerque-Village urban renewal area and people with intellectual disabilities supported by Les Papillons Blancs. The aim is to open up this establishment and encourage exchanges between people who are not used to meeting each other. This path will be the fruit of open and shared governance, festive moments (concerts, performances, workshops), artistic projects (artists’ research residencies), living projects (gardening, animals, biodiversity research projects), self-construction sites…
C²
Secours Populaire Français de Roubaix
Secours Populaire Français in Roubaix encourages people in difficulty to take action through solidarity initiatives. In collaboration with the association Toutes Nos Façons D’Être…, it is launching the C² project for and with a group of young people and women who are food aid beneficiaries/volunteers. Together, they will build an artistic and cultural project (theater, dance, impromptus, film, etc.). The creative workshops will provide a trusting environment conducive to individual and collective creativity, emotional expression and the sublimation of reality, with a view to revitalizing individuals and the territory they inhabit. The aim: to (re)speak out, break out of isolation, regain confidence and (re)take their place in community life.
AULT-ISSIMA
Artconnexion
A veritable balcony overlooking the sea, the town of Ault offers an impressive view of the birth of the Normandy cliffs, the highest in Europe, and the Picardy coast. Spearheaded by three local associations, this cultural and artistic project aims to enhance Ault’s heritage with a view to sustainable, responsible tourism. Citizen participation will take shape in a mediation dynamic with artists in residence (visual artist, writer, musician, engraver, storyteller…) on the different aspects of heritage: memory of the inhabitants, buildings, cliffs, fauna and flora.

New Adventure
Spearheaded by three Lille-based associations, the “Nouvelle aventure” project aims to turn the Margelle, a pedestrian zone in the Wazemmes district, into a place for living, exchanging and learning. Around the theme of “Reclaiming time: time to look, time to listen”, various actions will be carried out with local residents: artist residencies, creation and running of a radio station, participative workcamps, reading evenings. In parallel with this project, La Margelle will continue to organize solidarity meals and social events with the local homeless.

Gateways
Some thirty kilometers from Laon, the “Passerelles” project aims to encourage exchanges between the inhabitants of the town of Tergnier, in order to preserve the collective memory and look to the future together. For three years, all generations will be mobilized to create a puppet Rock opera: improvised encounters, introductory courses in puppetry and music, writing, directing and creative workshops. The project is part of a participatory approach involving a large number of local residents, thanks to partnerships with the town’s social, cultural and educational structures.

Citizenship workshops
The “Anima” project is aptly named. From the Latin “âme, souffle” (soul, breath), its aim is to revitalize Calais town center and support people looking for work. The fruit of a partnership between economic, private, public and associative players, the association carries out actions of a social and solidarity economy (SSE) nature: exchange and creative spaces (coworking, studios, etc.), renovation of a former art school, reclamation of an urban wasteland, opening of an urban farm which aims to encourage interaction between people and animals through therapy, education, integration or animal mediation. Today, the collective’s ambition is to strengthen the place of art in its professional practices.

Compagnie Petit Gros Mots
In the Aisne region, where the fight against illiteracy and illegitimacy has been declared a major departmental cause for 2020, the Laon-based Petits Gros Mots association has been running writing and popular expression workshops for vulnerable people for the past 4 years. Recognized and appreciated by a number of socio-educational structures, this initiative is now at the origin of the R.E.C.I.T. collective, Rencontres et Expérimentations Culturelles pour les Initiatives sur les Territoires.
